Achieving the holy grail of preventive care will require new ways of thinking and new technologies to shift from a reactive treatment approach to proactive prevention of disease. The Healthier SG plan was introduced to deliver preventive and holistic care for Singapore’s aging population cost-effectively, efficiently, and accessibly. Innovations along the care pathway are needed to power health reforms that address the differing needs of healthcare providers, patients, providers, and payers. For example, national health programs are leveraging mobile apps and wearable technology to track healthy habits, encourage ownership of health, and create supportive communities while generating data that inform the iterative process to develop effective interventions.

The implementation of value-based care models is critical as Singapore increases its focus on preventive health and managing costs. However, moving from a fee-for-service model to outcome-driven care requires well-designed, standardized measurement tools, highly integrated data systems and thoughtful change management. Professor Ivy Ng is Senior Advisor, SingHealth Board. Prior to her appointment as Senior Advisor, she was the Group Chief Executive Officer of SingHealth (2012-2024). She was also previously Chief Executive Officer of KK Women's & Children's Hospital (KKH) and Deputy Group Chief Executive Officer of SingHealth.

SingHealth is Singapore’s largest healthcare group and comprises Singapore General Hospital, KK Women’s and Children’s Hospital, Changi General Hospital, Sengkang General Hospital, 5 National Specialty Centres (Cancer, Eye, Neurosciences, Dental and Heart), SingHealth Community Hospitals and 9 primary health polyclinics. SingHealth has also been charged to develop Eastern General Hospital.

She was conferred the Singapore Human Resource Institute Leading CEO Award 2008, the International Management Action Award 2010, the Public Administration Medal (Gold) 2011, Her World Woman of the Year 2012, NTUC May Day Medal of Commendation (Gold) Award 2020, NUS University Outstanding Service Award 2020 and President’s Science & Technology Medal 2021. She is member of the Boards of Duke-NUS Medical School, Singapore Management University and Temasek Trust Ltd.

She holds a Bachelor of Medicine, Bachelor of Surgery (MBBS) and Master of Medicine (Paediatrics) from the National University of Singapore. She is a Fellow of the Royal College of Physicians (FRCP, Edinburgh), Royal College of Paediatrics and Child Health (FRCPCH, London) and Academy of Medicine, Singapore (FAMS). She is Clinical Professor, Duke-NUS Medical School and Yong Loo Lin School of Medicine, National University of Singapore and Adjunct Professor, Saw Swee Hock School of Public Health.

Adjunct Professor John Abisheganaden is Director and Senior Consultant at Health Services and Outcomes Research (HSOR), National Healthcare Group (NHG). He is also a Senior Consultant at the Department of Respiratory & Critical Care Medicine, Tan Tock Seng Hospital. He holds a Fellowship from the Royal College of Physicians, Edinburgh UK; a Master of Medicine (Internal Medicine) from NUS Singapore, as well as a Fellow of the Academy of Medicine (Respiratory Med) from the Academy of Medicine Singapore. He leads his team in population decision analytics and operations research, implementation and outcomes evaluation, as well as health system performance and sustainability. He is the lead clinician of the NHG Value Based Care team. He is also chair of the NHG Respiratory Health Steering Committee.

Henry HO is the Chairman for Division of Surgery and Surgical Oncology, Singapore General Hospital and National Cancer Centre Singapore; Academic Chair for Surgery Academic Clinical Program, SingHealth. Currently A/Prof Henry is also holding the appointment as Director for SingHealth Duke-NUS Innovation Centre.

A/Prof Henry is a urological surgeon that specializes in robotic surgery for urological cancers such as prostate & kidney. He received his MBBS and Master of Medicine (Surgery) from the National University of Singapore. After his accreditation as a Urologist, he further specializes with fellowships in robotic surgery in University of Innsbruck, Austria and Stone surgery in Hamburg, Germany.

A/Prof Henry is an advocate for innovation in his clinical career. He is an early adopter of new technology with robust scientific methodology. Amongst his many publications, the randomized control trial on bipolar technology for prostate enlargement changes the practice of urologist internationally.

He went on to be an innovator with the invention of Mona LisaTM transperineal prostate biopsy device (Biobot Surgicals Pte Ltd). He brought this project from a research project to commercial company. The device provide safe and accurate diagnosis of prostate cancer in men. It is used in many Singapore hospitals, Germany, Australia and China.

A/Prof Henry also contributes to the Singapore innovation ecosystem. He was the first doctor in SGH/SingHealth to be awarded the Singapore-Stanford Biodesign Fellowship Award by A*STAR in 2011. He started the Medical technology Office (MTO) in Singhealth to help more clinicians onto this innovation journey. Its goal is to nurture doctors, nurses and allied health with grants and technology matching to become clinician-innovators. His NMRC is Co-chair of the Clinician-innovator taskforce and Chair for clinician-innovator development grant.

A/Prof Henry leads the clinical test-bedding and adoption in Singhealth-DUKE NUS Academic Medicine Innovation Institute which aims to facilitate implementation of technologies with external partners into the healthcare system. to imbue such vibrant exchange and collaboration (Digital, technologyand process), there will be a healthcare Innovation and transformation center.

Professor Dean Ho is currently Provost’s Chair Professor, Director of The Institute for Digital Medicine (WisDM) at the Yong Loo Lin School of Medicine; Director of The N.1 Institute for Health (N.1), and Head of the Department of Biomedical Engineering at the National University of Singapore (NUS).

Prof. Ho and collaborators manage a portfolio of over 10 prospective, interventional human clinical trials. His team successfully developed and validated CURATE.AI, a powerful artificial intelligence platform that personalizes human treatment for a broad spectrum of indications ranging from oncology, to digital therapeutics and infectious diseases, among others. His team also developed IDentif.AI to optimise combination therapy design against SARS-CoV-2 and to address antimicrobial resistance.

Prof. Ho is an elected Fellow of the US National Academy of Inventors (NAI), American Association for the Advancement of Science (AAAS), the American Institute for Medical and Biological Engineering (AIMBE), and the Royal Society of Chemistry. He was also named to the HIMSS Future50 Class of 2021 for his internationally-recognised leadership in digital health. Prof. Ho is also a Subgroup Lead in the World Health Organization (WHO) Working Group for the regulation of AI for Health, which was recently released globally.

Prof. Ho is an author of the best-selling book, Medicine Without Meds, which has released internationally. The book serves as a blueprint for a broad community – from business leaders and venture capitalists to healthcare systems – on how to accelerate practice-changing innovation to patients and caregivers. All author proceeds from the book will be benefiting the WisDM Patient Impact Fund at NUS.

In popular and international media, Prof. Ho has appeared on the National Geographic Channel Program “Known Universe,” and Channel News Asia’s “The Hidden Layer: Healthcare Trailblazers". His discoveries have been featured on CNN, The Economist, Straits Times, National Geographic, Forbes, Washington Post, NPR and other international news outlets.

Prof. Ho is a recipient of the Tech Heroes from Crisis Pathfinder Award from the Singapore Computer Society, NSF CAREER Award, Wallace H. Coulter Foundation Translational Research Award, and V Foundation for Cancer Research Scholar Award, among others. He has also served as the President of the Board of Directors of the Society for Laboratory Automation and Screening (SLAS), a leading global drug development organization.

Phyllis is a medical doctor by training with a specialist certification in Public Health, and is the Head of the Evidence to Practice Office (ETPO) in the Agency for Care Effectiveness (ACE), MOH since May 2022. In this role, Phyllis leads the team in developing evidence-based ACE Clinical Guidances (ACGs) for local clinicians and healthcare professionals; and in the planning and implementation of programs to influence clinical practice changes that improve patient outcomes. Prior to this, Phyllis and diverse roles in other MOH divisions, and included shaping national-level health policies, such as in non-communicable diseases strategy, undergraduate and postgraduate curriculum, and development of new hospitals’ care models and services planning. In earlier years, Phyllis worked in in NHS UK in various clinical postings, including medical rotations in Wolverhampton; and Emergency Medicine in Addenbrookes NHS Foundation Trust and Salford Royal, Manchester.

Shikha Kumari is a highly accomplished healthcare professional currently serving as the Deputy Director of the Academic Informatics Office at the National University of Health System (NUHS). With over 20 years of experience in the field, she has established herself as an expert in Value Based Healthcare, Health Informatics, Quality Improvement, Electronic Medical Record, and Process re-engineering.

Within NUHS, Shikha is responsible for overseeing the highly regarded Value Driven Outcome (VDO) Programme, which has received numerous accolades. This program focuses on assessing the value of care by measuring both the quality and cost of healthcare services. In addition to her managerial role, Shikha is actively engaged in teaching as an Adjunct Instructor at the National University of Singapore. She also contributes her expertise as a member of the Health Informatics Pathway Programme Committee at the Yong Loo Lin School of Medicine, where she runs the Value-based healthcare module for the Department of Biomedical Informatics.

Prior to her current position, Shikha gained extensive experience working with renowned firms, including big 4 and fortune 500 companies, which further enhanced her knowledge and skills in the industry.

Shikha holds a Master of Business Administration (MBA) degree from the Asian Institute of Management in Manila, Philippines, and a Bachelor of Engineering (BE) degree from PESIT in Bangalore, India.

Associate Professor Keith Lim currently serves as the Group Head of Medical and Quality at IHH Healthcare, a leading healthcare organization that owns and operates 80 over hospitals across Asia and Europe. In this role, he oversees all aspects of clinical quality, patient safety and value-based care within the group. His responsibilities include designing and implementing policies and quality improvement efforts to ensure that patients receive effective and safe care.

With over 20 years of clinical experience as a radiation oncologist, Prof Lim has made significant contributions to academia. He previously served as the Assistant Dean of the NUS School of Medicine. His research work has been cited over 1500 times, and he has been awarded over 2.5 million dollars in competitive research grant funding.

A/Prof Lim pioneered the value-based healthcare program in Singapore while working at the NUHS healthcare cluster as the Group Chief Value Officer. Under his guidance, NUHS became the first healthcare cluster to demonstrate the ability to use clinical and financial data to drive value. This was achieved by improving clinical outcomes while reducing waste. His achievements were recognized with the National Medical Excellence Award, the highest medical honor in Singapore.

During his tenure at the Ministry of Health, Singapore, A/Prof Lim served as the director in charge of clinical outcomes and value. In this capacity, he was responsible for setting the standards of clinical care in the Singapore healthcare system and implementing value-driven care across all Singapore public hospitals.

Since joining IHH, A/Prof Lim has supervised clinical units to ensure that clinical performance and safety standards meet world-class levels. He has also expanded the scope and coverage of IHH's value-driven outcomes initiatives to all its geographies, aiming to provide excellent outcomes and cost-effective care to more patients globally.

Professor David Bruce Matchar is the Inaugural Director of the programme in Health Services and Systems Research (HSSR) (2008-2018) at Duke-NUS. He is also Professor of Medicine at Duke University in the United States. He currently serves as lead economic and policy analyst to the Singapore clinical genomics program, PRECISE, and consultant to the Ministry of Health national initiative for healthcare transformation, Healthier SG.

Prof Matchar has worked in clinical research for over 35 years; his work primarily relates to stroke and other chronically disabling neurological disorders, as well as clinical and public policy analysis. He served as Director of the Duke Center for Clinical Health Policy Research and established the Duke Evidence-based Practice Center, which was responsible for analysis in support of coverage policy for the US Centers for Medicare and Medicaid Services, as well as guidelines for medical professional societies.

While the content of Professor Matchar’s research spans the range of clinical medicine, the essential nature of his work has involved integration of researchers from multiple disciplines under a common conceptual framework, to address important and complex healthcare issues. His overarching goal has been to promote the use of best evidence to support clinical and public policy decision making. A fundamental challenge is how to bridge the gap between analysts and decision makers—a challenge made more difficult when the issues involve multiple stakeholders, competing priorities, and are complex in detail and dynamics.

More recently, Prof Matchar has applied simulation modeling to clarify the challenges of a rapidly aging population, including future prevalence of disability and the impact of education the trajectory of prevalence, understanding the role of different forms of long-term care services in alleviating caregiver burden, and estimating health care manpower requirements under alternative models of care. This work has led to the formulation of a needs-based framework for healthcare delivery and the development, validation and application of the Simple Segmentation Tool (SST), a simplified inventory of patient-level health service needs, different combinations of which can be mapped to different appropriate means for addressing these needs. He has extended this effort from developed countries (US, Singapore, and Switzerland) to low/middle income countries (Cambodia, Thailand).

Benjamin is a Senior Principal Lead Specialist at the Agency for Care Effectiveness (Singapore). He oversees the Economic Modelling and Outcomes Evaluation team which performs economic evaluations to support health technology assessments (HTA) for funding decisions, and tracks utilisation and outcomes related to health technologies to study the impact of funding decisions. He also oversees the Guidance Adoption team that is responsible for driving the adoption and uptake of cost-effective drugs and medical technologies in the public healthcare institutions. Benjamin began his career as a pharmacist at the National University Hospital Singapore and served as a deputy director at the Health Sciences Authority prior to joining ACE.

A HealthTech entrepreneur and former seasoned banker, brings forth a wealth of experience spanning two decades in banking and financial services. With a vision centered on Empowering Digital Health for the community's well-being and deeply committed to giving back through grassroots leadership and active engagement in volunteer services.

He has received a prestigious national Public service medal from Singapore Government Pingat Bakti Masyarakat[PBM] for extra ordinary work during COVID-19 pandemic crisis.

Anwar believe in giving back to the community and is a grassroots leader engaged in volunteer services. He is fascinated with all new technology like AR/VR, AI & Machine Learning and how this can be used to make more efficient and affordable digital healthcare service to the community. Before starting his entrepreneurial journey, Anwar was heading strategy & risk team with top tier bank in Singapore.

Andy is responsible for the visioning, planning and implementation of system-wide and institution-level data, analytical & AI capabilities/ programmes across the care continuum for effective enablement of analytics and data science across public health organisations in alignment to Ministry of Health’s Healthcare Masterplan.

Andy’s efforts include building a strong AI & data science community in healthcare, encouraging collaborations among public health institutions to implement innovative or transformative approaches to healthcare services, patient care delivery and population health through use of big data and advanced analytics.

Andy has published six papers, including “Development and Implementation of Nationwide Predictive Model for Admission Prevention” paper publication by IEEE Engineering in Medicine and Biology Society (EMBS) in March 2018.

Ivan Tan has been working in the healthcare industry for more than 15 years, with the last 8 years being with J&J Innovative Medicine (IM).

He has had the privilege of working in countries like Switzerland, the US, and Singapore, while accumulating a diverse set of experiences such as pharmaceutical market access, reimbursement and pricing, business insights, and healthcare consulting over his career.

In his roles with J&J IM, he has led teams that worked on reimbursement and pricing of the full portfolio of J&J IM therapies cutting across disease areas such as Multiple Myeloma, B-cell Lymphoma, Prostate Cancer, Immunology, and Mental Health – both at the Asia Pacific level and at the corporate global level.

He was based for 5 years in J&J IM’s corporate headquarters in New Jersey, where one of his career highlights includes being the chief architect of J&J’s COVID-19 Vaccine allocation team, where he built from scratch – the internal team that developed and executed the global allocation principles that decided which countries in the world got access to the J&J vaccine during the pandemic.

Among other achievements, he also spearheaded the global pricing and payment model strategy for J&J’s first CAR-T and gene therapy.

A born and bred Singaporean who has worked with multinational, cross-cultural teams throughout his time living/working across three different continents, he is glad to be back home, exploring different healthcare access solutions for patients in SEA and India.

After two decades of experience as a family physician in both the UK and Singapore, Dr Foong co-founded Osler Health in 2020. Her vision was to deliver bespoke healthcare at the highest level – both in the realm of medical knowledge and service standards.

Dr Foong is an active practising Primary Care clinician whilst also managing the medical and business aspects of running a successful medical practice.
