With nearly three decades in federal service as a U.S. congressman and senator from North Carolina, Richard is widely known as one of the foremost government authorities in healthcare and life sciences policy. Richard is a former Chairman and senior member of the Senate's Select Committee on Intelligence, and he served as an influential member of the Finance Committee for twelve years.

Richard Burr is principal policy advisor and chair of DLA Piper’s Health Policy Strategic Consulting practice within the firm’s Regulatory and Government Affairs practice group. He provides policy advice, strategic consulting and a wide range of related services to life sciences and healthcare clients navigating a rapidly changing policy landscape and significant regulatory and political uncertainty.

After nearly three decades in federal service as a US congressman and senator, Richard Burr is widely known as one of the foremost government authorities in healthcare and life sciences policy. Since his election to Congress in 1994 and through his tenure as Ranking Member of the Senate Committee on Health, Education, Labor and Pensions (HELP), Senator Burr has led many of the most transformative government initiatives in the healthcare and life sciences fields. His legislative accomplishments include the 1997 FDA Modernization Act, the Pandemic All Hazards Preparedness Act, which created the Biomedical Advanced Research and Development Authority (BARDA) and was critical in the rapid development of the COVID-19 pandemic vaccine, the PREVENT Pandemics Act, and the creation of ARPA-H, which established the Advanced Research Projects Authority for Health (ARPA-H) within the National Institutes of Health. For decades, Senator Burr has helped shape nearly every medical agency, instrumentality and operation of the US Federal Government.

Richard is a former Chairman and senior member of the Senate’s Select Committee on Intelligence, and he served as an influential member of the Finance Committee for twelve years. As a member of the Intelligence Committee, and ultimately its Chairman, Richard helped drive the shift of the intelligence community towards current threats and advised banking, manufacturing and academic sectors of the threats posed by malign actors around the world. As Chairman, he led the committee to act as the de facto technology committee, informing others in the Senate about threats and opportunities of 5G modernization, supply chain vulnerabilities related to semiconductors and other emerging technologies.

During his five terms in the House of Representatives and three terms in the Senate, Richard also led initiatives in education, civil rights and conservation policy. He contributed to drafting the Bipartisan Student Loan Certainty Act, which dramatically reduced interest rates for students who have federal student loans, and he was the principal drafter of the latest Child Care Development Block Grant reauthorization. Richard spearheaded the passage of the Stephen Beck, Jr. Achieving a Better Life Experience (ABLE) Act, which allowed for individuals with disabilities to save money in their own name without losing critical benefits, and he worked to reauthorize the Emmett Till Unsolved Civil Rights Crimes Reauthorization Act. Richard also led a bipartisan group of senators in passing the Great American Outdoors Act, landmark conservation legislation that fully and permanently funds the Land and Water Conservation Fund (LWCF).

Richard Burr is not a lawyer.

Vanessa comes to DLA Piper after serving for almost a decade in the Executive Branch and in Congress, where she developed substantive national security experience, honed a keen ability to manage sensitive oversight issues, and provided time-sensitive and critical legal advice to senior leaders across the US government.

Vanessa served as Special Advisor to Director of National Intelligence Avril Haines and Special Counsel to the General Counsel at the Office of the Director of National Intelligence (ODNI). In this role, Vanessa provided support to the General Counsel on Privacy Shield negotiations, led the Intelligence Community’s interagency effort to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA), and advanced other key initiatives for Director Haines. During her time at ODNI, Vanessa also completed a detail as Associate Counsel in the Office of White House Counsel, where she worked on sensitive oversight matters.

From 2017 to 2021, Vanessa served as lead investigative counsel for the Majority at the US Senate Select Committee on Intelligence (SSCI). As part of the SSCI’s Investigation into Russian Interference in the 2016 Elections, Vanessa participated in over 180 transcribed interviews, drafted and served all Committee subpoenas, and co-authored and edited the Committee’s 1000+ page report with the investigative staff. In addition to her work on the investigation, Vanessa provided ongoing legal advice to Committee leadership on issues ranging from oversight of intelligence activities to the Committee’s Constitutional authorities to whistle-blower matters. During her time at SSCI, Vanessa also held non-legal roles; including as the designee to Chairman Richard Burr, and as the Counterintelligence and FBI budget monitor for the Majority.

Vanessa began her legal career as an Honors Attorney at the National Security Agency.

Steven Okun works with clients at the nexus of business, policy, ESG, sustainability and stakeholder engagement to understand the complexities of international markets and navigate the strategic and operational challenges they face around the globe. Living and working in Singapore for 21 years, he created and led public affairs in Asia for both UPS and KKR. He served as Chair of AmCham Singapore for three years and Chair of the AmChams of Asia Pacific for five years. A member of the Clinton Administration and a veteran of numerous presidential campaigns, he provides analysis on US politics and business on a regular basis for global media, authors commentary for Nikkei Asia, CNA and other publications and does speaking engagements to associations and businesses on the 2024 US elections.

Ignacio Sanchez represents national and international clients on a broad range of issues before the Executive branch, Congress and the courts. He advises clients on the development and implementation of comprehensive strategies to protect the clients' interests and achieve its desired objective before the US government.

For over 30 years, Ignacio has been involved in regulatory and legislative matters related to US national security law and policy, whether it be navigating the CFIUS process, advising clients on the application of US economic sanctions, export controls and anti-boycott laws or advising clients on the legal and political issues related to these matters. In this regard, he has represented clients on these issues before the Congress, Treasury Department, Department of Justice, State Department, US Trade Representative, National Security Council, White House Counsel, National Economic Council, Department of Commerce, Department of Energy and various inter-agency task forces.
