AmCham Singapore will be hosting Under Secretary of Commerce for International Trade Marisa Lago who will be speaking on the EMPOWER Asia and Women in Leadership program. The goal of this program is to increase exports by U.S. women-owned businesses to Asia and help identify and reduce digital trade barriers for women. The program also seeks to create economic opportunity for women by providing U.S. and Asian women business leaders with networking, mentorship and digital skilling resources so that they can thrive in competitive markets from a regional perspective. Subsequent EMPOWER Asia and Women in Leadership events will be held throughout Southeast Asia.

Join us for a panel discussion featuring Under Secretary Lago. This session will highlight the program's focus on women's economic empowerment through better understanding of the challenges faced by women-owned businesses across the United States, Asia and the Pacific.

Penny Burtt is Head of Policy and Government Engagement at Stripe, the global fintech. In a career spanning the business, government and nonprofit sectors, Penny has held leadership positions in the Asia-Pacific with global multinationals including Visa Inc, the digital payments company and consulting firm McKinsey&Company. During a recent stint in Australia, she was Group CEO of Australia’s leading center for Asia engagement. A former senior diplomat and trade negotiator, Penny represented Australia in Asia and the United Nations. She previously served as a senior Asia advisor to the Minister for Foreign Affairs and Assistant Secretary for Southeast Asia.

Penny has been an executive board member with key business associations including the American Chamber of Commerce (AmCham) Singapore, the U.S. National Centre for APEC, and the Singapore Institute of International Affairs. Penny’s current appointments include Board Member at the Asian Business Trade Association, the U.S.-ASEAN Business Council, and the Melbourne School of Government. She is an Adjunct Fellow with Gateway House, India’s Council on Global Relations.

Penny is a passionate advocate for women’s leadership. A frequent public speaker on women’s leadership, she has delivered leadership and diversity training for a range of multinational and local companies in Asia. Penny previously served on the Executive Committee of Singapore’s women’s board advocacy group, BoardAgender, and as an advisor and mentor with the Singapore Young Women Leaders Network. She supports the Harpswell Foundation's Southeast Asia Women's leadership program as a mentor and teacher.

Sophie Guerin is the Head of Diversity & Inclusion, APAC at Johnson & Johnson. Prior to joining J&J, Sophie was the Head of D&I, APAC at Dell Technologies and the Head of D&I for Community Business. She has been living and working in APAC on and off for 18 years.

Currently residing in Singapore, Sophie is a recognized expert on diversity & inclusion in Asia and speaks frequently at industry and thought leadership forums. She is co-author of “Examining Diversity & Inclusion from an Asian Perspective” and “Developing Dependency” which explores special economic zones in the Greater Mekong Sub-region. She is a member of the Diversity & Inclusion in Asia Network Advisory Council and a Founding Member of the American Chamber of Commerce Singapore Women’s Steering Committee. Sophie is the first recipient of the American Chamber of Commerce China Committee of the Year Award and is the Founder of Women in International Public Affairs based in Paris, France.

She and her partner have a toddler and two cats.

Marisa Lago is the Under Secretary of Commerce for International Trade. She was appointed by President Joseph R. Biden and sworn in on Dec. 28, 2021, to lead the federal government’s efforts to assist American businesses entering or expanding into international markets, enforce fair trade policies, promote travel and tourism to the United States and U.S. products and services overseas, provide in-depth trade analyses, develop strategies that will shape the future of international trade, and engage in commercial diplomacy across the globe.

Under Secretary Lago has a distinguished career in public service with expertise in international markets, trade, financial regulation, and enforcement. Before joining ITA, she led the New York City Department of City Planning and the City Planning Commission. In the Obama-Biden Administration, she served in the Department of the Treasury as Assistant Secretary for International Markets and Development.

Lago has also served as the Director of the Boston Redevelopment Authority and Chief Economic Development Officer for the City of Boston, President, and CEO of the Empire State Development Corporation, Director of the Office of International Affairs for the U.S. Securities and Exchange Commission, and Global Head of Compliance for a major investment bank.

She received a Bachelor of Science in Physics from The Cooper Union and her Juris Doctor cum laude from Harvard Law School.

Dr. Hsien-Hsien Lei is Chief Executive Officer (CEO) of The American Chamber of Commerce (AmCham) in Singapore — the largest and the most active international business association in Singapore and Southeast Asia, with over 6,000 members representing over 550 companies. Hsien is also Adjunct Associate Professor at the National University of Singapore Saw Swee Hock School of Public Health, member of the Johns Hopkins Bloomberg School of Public Health’s Advisory Board, member of the Singapore Institute of Directors MNC Committee, co-lead of the WorkWell Leaders SME Action Sub-Group, and on the organizing committee of the Precision Public Health Asia Conference.

Prior to AmCham, Hsien was Vice President, Medical and Scientific Affairs, Medtronic Asia Pacific, where she was responsible for the Medtronic Innovation Centers in Japan and Korea, training and education, and the company’s health systems transformation strategy in the region. Hsien has extensive experience in scientific affairs, corporate and healthcare communications, advertising, public relations and government affairs.

Hsien has lived and worked in the US, Taiwan, Japan, Vietnam, UK, and is now based in Singapore. She holds a BA (with honors) in Human Biology from Stanford University and a PhD in Epidemiology from The Johns Hopkins University Bloomberg School of Public Health where she was the recipient of a US National Institutes of Health Cardiovascular Disease Epidemiology Training Grant. Her doctoral thesis explored the genetic epidemiology of end-stage renal disease and type 2 diabetes. She completed her post-doctoral fellowship at National Taiwan University Hospital in the Department of Internal Medicine.
