Event Details

AmCham will be hosting Director Mary Brett Rogers-Springs and Strategic Infrastructure Officer Sam Blumenthal from the Office of Economic Policy, Bureau of East Asian and Pacific Affairs, U.S. Department of State for a roundtable discussion on Tuesday, January 23, from 1:00pm-2:00pm.

Mary Brett and Sam are interested in engaging with AmCham members regarding infrastructure investment in the region, with a focus on the following:

Obtaining perspectives from firms operating or investing in infrastructure (including clean energy and digital infrastructure), including the most significant barriers to investment in the region and what governments in the region are (or are not) doing to address those barriers;
Discussing existing cooperation with the U.S. government on infrastructure investment (if any) and related gaps in these efforts; and
Providing an overview of the new PGI IPEF Investment Accelerator, which seeks to streamline infrastructure development and to scale high-standard project financing to drive economic growth in IPEF countries.

Sam Blumenthal

Strategic Infrastructure Officer at Bureau of East Asian and Pacific Affairs, U.S. Department of State

Mary Brett Rogers-Springs is a career diplomat with 25 years of experience as an Economic Officer with the Department of State. Before becoming Director of the Office of Economic Policy in the Bureau of East Asia & Pacific Affairs in July 2023, she was Chief of Staff to the Chief Economist (2021-2023). Prior to advancing economic statecraft and tradecraft in the Office of the Chief Economist, she was Deputy Director for the Bureau of Energy Resources’ Division of Energy Transformation (2018-2021), where she promoted U.S. clean energy and energy security policies.

Before returning to Washington several years ago, Mary Brett was the Economic Counselor at the U.S. Embassy in San Salvador, El Salvador (2015-2018). She also served as the Energy and Environment Officer in Santiago, Chile (2008-2011), Political/ Economic Counselor in Sana’a, Yemen (2003-2004) and a Consular/Economic Officer in Damascus, Syria (1999-2001). Between overseas assignments, she held various positions in Washington engaging on economic and science issues, U.S. policy toward Cuba, and U.S. engagement with Colombia.

Mary Brett earned a Bachelor of Science in Biology from Tufts University and a Juris Doctorate from Northeastern University. Prior to joining the Foreign Service, she practiced labor and employment law in California. She lives in Arlington, Virginia, with her teenage daughter and son.

Sam Blumenthal is the Strategic Infrastructure Officer for the Bureau of East Asian and Pacific Affairs for the U.S. Department of State. In this role, he leads the bureau’s policy work on strategic infrastructure issues and connects this to programming on enabling environment improvement, technical assistance, and project preparation and funding for infrastructure.

Sam has served in several roles within government, including as an economic officer at the U.S. Embassy in Bangkok and with the Global Markets division of the International Trade Administration at the Department of Commerce. Before his time in government, Sam worked as a strategy consultant for banks, insurance companies, and government agencies in the United States, Canada, and the East Asia and Pacific region on international market entry and regulatory response topics. Sam holds a M.A. in International Relations from Johns Hopkins University and a B.A. in International Studies and B.S. in Economics from the University of Pennsylvania.
