Singapore's Finance Minister presented the Budget on February 14, 2023 and laid out the government's revenue and expenditure estimates for the current fiscal year, as well as what the government intends to do in the fiscal year ahead.

Manish Punjabi is the Asia Pacific Lead for Global Client Management & Strategy for BNY Mellon and a member of the bank’s Asia Pacific Leadership Council. Based in Singapore, he manages a team of client executives across Asia Pacific and sets the strategic direction and priorities of the bank’s engagement with clients. He partners with each of the business lines to ensure BNY Mellon understands and anticipates the direction and development of our clients.

Prior to joining BNY Mellon in 2021, Manish held positions spanning over 20 years with McKinsey & Company, Royal Bank of Scotland and Sumitomo Mitsui Banking Corporation across London, Hong Kong and Singapore. Most recently Manish was Associate Partner with Ernst & Young, serving financial services clients across Asia Pacific in delivering their strategic growth and business transformation agendas.

Manish brings a breadth of experience across corporate & investment banking, corporate strategy, business transformation and client management. He has contributed to thought leadership on topics including the emergence of digital banking, transformations in APAC supply chain financing, and private asset tokenization in wealth management.

Manish is the Asia Pacific Chair of BNY Mellon’s Diversity, Equity & Inclusion Council. He holds a master’s degree in finance from London Business School, a master’s degree in chemical engineering from Imperial College London and is a CFA Charterholder.

Irvin Seah is the Executive Director for Economics and Currency Research at DBS Bank in Singapore. He joined DBS in 2006 and is currently in charge of the Strategic Projects and Content Management teams, and the macroeconomic coverage of Singapore. Apart from supporting the bank’s investment strategies, spearheading cross department research initiatives and advising DBS clients, his opinions are often featured in the media. Irvin is also a committee member with the Singapore Business Federation (SBF), as well as for the Singapore Chinese Chamber of Commerce and Industry (SCCCI).

Mr Seah began his career in the Singapore Ministry of Trade and Industry, as an economist under the Economist Service Scheme. In his career with the Ministry, Mr Seah was deeply involved in a wide range of government policies, including the restructuring of the Singapore economy under the Economic Review Committee (ERC), 2001-3003. Irvin was also a trade economist as well as a trade negotiator for the Singapore government. Beside economics and trade policy research, he was also involved in the WTO and several FTA negotiations.

Fluent in Mandarin, Irvin holds a Master of Business (Applied Economics) degree from the Nanyang Technological University, Singapore.

Sharon is an accomplished tax practitioner who supports Deloitte’s global clients’ investments in the Asia Pacific, and is a key contact for Deloitte’s Global Value Chain Alignment network for the region.

Prior to joining Deloitte, Sharon had garnered extensive industry experience working in Fortune 500 MNCs for over 24 years.

Sharon’s focus is on international tax operations, which includes supporting clients in their income tax, transfer pricing, indirect tax, tax audit and controversy management, incentive negotiations & administration, supply chain planning, and business restructuring arrangements.

She is a Certified Public Accountant in both Singapore and Australia, and an Accredited Tax Advisor (Income Tax & GST). In the course of her career, Sharon has sat on various committees, including the GST Committee of the Singapore Institute of Accredited Tax Professionals. She was also an appointed member of the Taxpayers Feedback Panel organised by the Inland Revenue Authority of Singapore, and a board member of the Tax Executive Institute Asian Chapter in various leadership roles.
