Living with COVID-19: Accelerating Recovery with ICT

The ongoing pandemic has presented the public and private sectors in Singapore and around the world both the challenge and the opportunity to mobilize the best of available information and communications technology to meet the changing needs of businesses, industry, and the economy. ICT platforms have been quickly deployed to resolve a variety of issues, from supporting remote work to facilitating fast responses to outbreaks to advancing digitalization of business. While the "new normal" is far from settled, it has yielded opportunities for innovative ICT solutions and improved ICT policies to accelerate recovery.

This session will explore the best practices of organizations who have used ICT to minimize disruption to services; to increase access for underserved sectors; to explore newer ways of working and interacting socially; and to develop strategies to mitigate the effects of the pandemic and to support the recovery and growth for a post-pandemic future.

Jared is an IT & security industry veteran with over 30 years of broad international experience across the APAC Region in digital transformation, business & technology strategy alignment, project & program leadership, M&A engagements, and information security/assurance across many industries. With a background in the electronic security command (NSA) of the US Air Force he is not a stranger to security, discipline, or execution.

Jared has a track record of being brought in to resolve challenges when issues are mounting and objectives are complex. He is demanding and relentless at execution personally and with others, while endeavoring to be fair and approachable. His focus is to provide a base of stability from which teams are empowered to do what they do best.

On a personal note, he tries to stay in shape via a brutal burpees & planking routine 4~5 times a week, which is countered by the love of food that is not necessarily healthy.

Clark Jennings is the managing director for C&M International’s Southeast Asia regional office, based in Singapore. He manages the firm’s operations in this dynamic regional hub and helps clients, including multinational firms and their associations, to navigate the evolving regulatory, policy, and political environment across the region, including within the APEC and ASEAN economic forums. Prior to joining C&M International, he served at the National Economic Council of the Obama White House. There, he managed the West Wing “war room” to coordinate the administration’s strategy, outreach, and communications efforts on behalf of the president’s trade agenda, including the Trans-Pacific Partnership.

Previously, Clark was chief of staff at the U.S. Trade and Development Agency (USTDA), where he helped guide strategic planning to fulfill the agency’s mission of linking U.S. businesses to infrastructure opportunities in emerging markets. As a member of USTDA’s senior executive team, he advised on deployment of international grant assistance, strategic outreach and communications, legislative strategy, and was the agency liaison to The White House, the National Security Council, and other U.S. government entities. He has represented the U.S. government in bilateral settings and international events on five continents.

Prior to joining the Obama Administration, Clark oversaw four departments and was part of the senior management team for the 2012 Democratic National Convention in Charlotte, North Carolina. He went on to serve as the senior advisor to the executive director for the 2013 Presidential Inaugural Committee. Clark traveled extensively on behalf of The White House, staffing President Obama on official international visits that have included trips to China, Burma, Laos, India, Brazil, and Iraq.

A native of Little Rock, Arkansas, Clark previously worked as a commercial litigation associate at a nationally-recognized Arkansas firm and served as a federal law clerk to U.S. District Judge D.P. Marshall Jr. of the Eastern District of Arkansas. He also served in the Office of Governor Mike Beebe as deputy communications director.

Clark graduated magna cum laude from the University of Arkansas and received his Juris Doctor with high honors from the University of Arkansas at Little Rock.

Barbara Joined Google 13 years ago, where she started as Head of South of Europe at the Public Policy and Government Relations team. In November 2014, she moved to Hong Kong to lead the Operations and Strategy Public Policy team for APAC.

Currently, Barbara is leading the Google Cloud team for Government Affairs and Public Policy for APAC, based in Singapore. Before joining Google, Barbara was at NBC Universal, as Director of Regulatory Affairs for Spain and Portugal and at Clarke Modet & Co, and Intellectual property firm, as Director of Trademarks.

Barbara has a law degree and an executive MBA at IESE business school and has taught at the Law School for 8 years.

Barbara is actively involved in different Institutions and associations and is a Member of the Steering Committee of Digital Asia Hub and board member and part of the Exco of Asia Cloud Computing Association (ACCA).
