Join us on November 4 in person to watch and discuss the results of the 2020 U.S. Presidential Election as most U.S. states close their polls. This election has spurred numerous debates on a variety of political, social, and legal issues. To support open discussion of this historic election, AmCham is convening its members to meet and have a dialogue on the polling numbers as they are revealed in real time and discuss the impact of the election results on businesses in the Asia Pacific region.

The program will start with a panel discussion on the election results so far, followed by a line-up of commentary by political experts on the polling results and open Q&A with attendees. Through this forum, AmCham members, who form a critical part of the American business community in Singapore, will have the opportunity to share their perspectives on key issues around the U.S. election and how the results will shape public policy in the United States and beyond.

While the event will have to adhere to social distancing measures with up to only 5 pax per table, attendees will have the opportunity to ask questions to expert speakers and connect with members at their assigned table. Seating is limited and there are prizes to be won, so please sign up soon!

Due to social distancing and safe management measures, all members will be placed in a zonal seating plan.

Julie Bainbridge currently serves in a Director role for International markets at PayPal. In this role, she is responsible for leadership, management, Board representation and strategic oversight across entity governance, service delivery and project management to ensure the efficient and effective implementation of the Global Entity Management (GEM) program building a source of strength in the management of regulated entities. Julie has led risk management, operations, outsourcing and business support teams globally for PayPal, Uber, and Amazon over the last 15 years. Management responsibilities have included driving cross-functional impact with internal and external partners, overseeing the development of the commerce business with various marketplaces, and scaling teams across the globe. Prior to that Ms. Bainbridge served in Rudolph Giuliani’s administration in various roles including research, press and campaign finance. Ms. Bainbridge received her Juris Doctorate from New York Law School and Bachelor of Science from San Diego State University. She also completed a Science, Technology and Innovation Policy Program at the Kennedy School of Government at Harvard University.

Jonathan Collard is the Head of Vaccines & International Forums for the Worldwide Government Affairs & Policy Team. In this role, Jonathan is currently working to support the global work for J&J’s investigational COVID-19 vaccine. He is also leading the team that focuses on J&J’s partnership with external international forums.

Jonathan is active in key external business groups and currently serves as the Vice Chairman on the Board of Governors for the American Chamber of Commerce in Singapore.

Jonathan has previously served in J&J as the Head of Government Affairs & Policy in Asia Pacific. Prior to joining J&J, he was a Vice President with Medtronic in Government Affairs and Communications. Jonathan has worked in multiple locations from Washington DC, Ireland, and Singapore. Before his position with Medtronic, he was the Director of Government and Public Affairs for Lafarge Inc. (now Lafarge-Holcim). Jonathan began his career working in the semiconductor industry for Intel corporation in various positions in manufacturing and public affairs. He graduated from Whittier College with a double major in Political Science and Business Administration. He originally grew up in New Mexico and Texas where he still has family today.

Frank Lavin is the CEO and founder of Export Now, a U.S. firm that operates e-commerce stores in China for international brands. Established in 2010, Export Now is the largest off-shore operator of China e-commerce stores, helping brands from around the world in strategy and operations.

In Government, Lavin served as Under Secretary for International Trade at the U.S. Department of Commerce 2005-2007. In that capacity, Lavin served as lead trade negotiator for both China and India and was the senior policy official in the Department responsible for commercial policy, export promotion, and trade negotiations across the globe. Lavin was U.S. Ambassador to the Singapore from 2001-05, where his duties included helping negotiate the U.S.-Singapore Free Trade Agreement.

In the private sector, Lavin served in senior finance and management positions in Hong Kong and Singapore with Edelman, Bank of America, and Citibank.

Previously, Lavin served in the George H.W. Bush and Reagan Administrations, working in the Department of Commerce, Department of State, National Security Council, and White House. Lavin served as Director of the White House Office of Political Affairs 1987-89.

Lavin earned a B.S. from the School of Foreign Service (Georgetown); an M.S. in Chinese Language and History (Georgetown); an M.A. in International Relations and International Economics from the School of Advanced International Studies (Johns Hopkins); and an M.B.A. in Finance at the Wharton School (Pennsylvania).

He is a columnist for Forbes.com and has been published in The New York Times, The Washington Post, The Wall Street Journal, Foreign Affairs, Foreign Policy, and other periodicals.

Lavin is the co-author of “Export Now,” (Wiley) on market entry strategies. He also authored a World War II history book, “Home Front to Battlefront” (Ohio University Press).

Lavin serves as a Trustee of The Asia Foundation and as Chairman of the International Council of the National University of Singapore School of Medicine He also serves on the Board of Directors of Advanced MedTech Holdings, a medical technologies company, and of SC Health Corp (NYSE). He is a Fellow of the Singapore Institute of Directors and on the Advisory Board of ECIPE, a Brussels think-tank. Lavin previously served as Steering Committee Chairman of the Shanghai 2010 World Expo USA Pavilion. Lavin served as a Lt Commander in the U.S. Naval Reserves.

Angela Mancini is Partner and Head of Control Risks’ Southeast Asia office, leading a team that manages political risk, investigative and security consulting projects for multinational clients across ASEAN. Prior to this, she was based in New York City as the Managing Director leading the firm’s accounts team for the Eastern U.S. and Canada, and headed the Financial Services practice in the Americas.

Angela is a CPA, formerly with Deloitte & Touche, and has worked in financial services and economic development for over 20 years, covering Asia for the past decade. She has been posted in Russia, Indonesia and Egypt and has worked extensively in India, China, and sub-Saharan Africa. Her technical specialties are governance, anti-corruption, and risk management consulting.

Before joining Control Risks, Angela was Managing Director and Head of Asia, Russia/Eurasia and Africa Programs for the Financial Services Volunteer Corps, a boutique advisory chaired by former US Fed Chair Paul Volcker. She is a Member of the Council on Foreign Relations and appears regularly in the media, including on BBC, CNBC, Channel News Asia, Bloomberg News, NPR and in the Financial Times and Wall Street Journal.

A career member of the Senior Foreign Service, Class of Minister-Counselor, Chargé d’Affaires Rafik Mansour arrived in Singapore in July 2019. He oversees the 24 U.S. government agencies represented in Singapore, working to strengthen bilateral ties ranging from security cooperation to robust economic relationship. Prior to his assignment to Singapore, he served as Deputy Chief of Mission and Chargé d’Affaires, a.i. of the U.S. Embassy in Yerevan, Armenia.

From 2014 to 2016, he was the Senior Deputy Director of Public Diplomacy in the Bureau of European and Eurasian Affairs, helping lead PD efforts, policy, and resources in 50 EUR countries. Other assignments include Public Affairs Officer in Libya and Algeria, Cultural Counselor in Iraq and France, Political Officer in Italy, and Political/Economic Officer in Russia. He started his Foreign Service career as Vice Consul in Haiti.

Mr. Mansour is the recipient of numerous Superior and Meritorious Honor awards from the State Department. He was also the runner-up for the 2009 Edward Murrow Award for Excellence in Public Diplomacy for exemplary use of soft power in combating violent extremism in Algeria.

Mr. Mansour obtained a B.S. in Biology and a B.A. in French Literature from the University of California, Irvine. He received a Master’s degree in National Security Strategy from the National War College. He speaks Arabic, Russian, French, Italian, and Creole.

Steven Okun is a leader on corporate public affairs, sustainability, and stakeholder engagement in Asia Pacific, living and working in Singapore since 2003.

As a Senior Advisor for McLarty Associates, he advises clients on business issues from a geo-strategic perspective throughout Asia on how to operate at the intersection of business, government, media and stakeholder engagement.

His own firm, APAC Advisors, works with firms in the financial services sectors on their sustainability initiatives.

He served as KKR’s first Director of Asia Public Affairs from 2011-2017 and the Vice President of Public Affairs for UPS from 2003-2010.

He was elected three times as Chairman of AmCham Singapore and is in his fourth terms as Governor.

Steven served in the Administration of President Bill Clinton as Deputy General Counsel at the US Department of Transportation. For his public service, he was awarded the Secretary’s Award for Special Service Commendation.

A frequent commentator on CNBC and CNA and provides regular commentary to The Straits Times, he received his B.A. from the University of Virginia and his J.D. from the University of Virginia School of Law.

Blair Hall is managing director of Westminster Minato Pte Ltd, a Singapore-based strategic advisory consulting firm, and senior advisor to Wagar Global Advisors, an international business consultancy. He previously served as a non-executive director and strategic advisor to L Catterton Asia, a fund of the largest consumer-focused private equity fund. During a 35-year diplomatic career in the U.S. Foreign Service, Blair served in Tokyo (three times), Okinawa, London, New Delhi, Copenhagen and in Washington, DC on a variety of political, economic and national security assignments.

He was Deputy Chief of Mission at the U.S. Embassy in Singapore from 2013 to 2016. Blair received MA (International Relations) and JD (Law) degrees from the George Washington University. He is a member of the District of Columbia Bar. Blair is President of the Executive Committee of the American Association of Singapore and serves on the boards of several non-profit charitable organizations. He and his wife, Valerie Brandt, happily reside in Singapore but call Idaho, USA, home.
