As cyberattacks become more sophisticated, both ASEAN and individual member state regulators have started placing greater emphasis on cybersecurity and cyber resiliency.

Steven Xavier Chan is the senior director and regional head of government relations, Asia-Pacific, for Paypal. Based in Singapore, he leads government advocacy, strategy and outreach efforts across 15 markets in the region.

Steven has more than 20 years of combined government and industry experience in international trade and public policy. Prior to joining Paypal, he was the managing director and regional head of regulatory, industry and government affairs for State Street based in Hong Kong. Steven also served as Director of Government Relations and Corporate Social Responsibility for the American Chamber of Commerce in Shanghai. He previously held various positions in the US government as a Foreign Service Officer with the Department of State with overseas and domestic assignments in Mexico, China, and Washington D.C., and as Deputy Director for China and Mongolia Affairs with the Department of Commerce. He also worked at Booz Allen Hamilton and Deloitte Consulting supporting change management and enterprise transformation projects for large organizations.

Steven currently serves as chair of Emerging Payments Association Asia Advisory Board, board member of AmCham Hong Kong and the National Center for APEC, and an industry leader of the APEC Asia Pacific Financial Forum. Steven earned a Master of Arts in international economics and China studies from the School of Advanced International Studies at The Johns Hopkins University and a Bachelor of Arts in international affairs and economics from Lewis & Clark College in Portland, Oregon.

Mr. Phoram Mehta is the CISO for PayPal's Asia-Pacific region. A seasoned professional and technical leader with over two decades in Information Security, Mr. Mehta has been instrumental in building secure technology solutions for multiple companies across a spectrum of sectors including financial services, healthcare, telecommunication, and government in North America and Asia-Pacific regions.

Mr. Mehta also oversees PayPal's Global Tech Risk Mgmt and Infosec Research and Outreach initiatives. He currently serves on the ISACA Singapore board as Immediate Past President and advises cybersecurity startups in Singapore, India and US. Mr. Mehta is an active participant in Cybersecurity forums across Asia-Pacific and North America.

Monisha, Asia Pacific Cyber Security Services Sales Leader, IBM, is currently heading the strategic cyber security sales across the APAC region. She has considerable expertise in handling global operations involving complex program management, growing businesses through innovation and technology infusion, building large cross-cultural teams, and orchestrating them to deliver desired measurable results.

Monisha holds a Ph.D. in Business Management from the Indian Institute of Technology, Delhi. She completed her master’s degree in 'International Business' from the Indian Institute of Foreign Trade, Delhi, and her Engineering degree in the field of 'Electronics and Communications' from Malviya National Institute of Technology, Rajasthan, India.

She has authored a business management book titled "Transformational Outsourcing"

She is an inventor and her patent submission stands filed, on “User-Centric Online Terms of Use: Interpretation System and Method for Enhanced Consent Decision”.

She was the co-chair for the Cyber-Security sub-committee prior to joining the AmCham Board of Governors, Singapore.
