AmCham would like to invite you to attend the 14th Joint Cyber Security Working Group (JCSWG) meeting with the Cyber Security Agency (CSA) of Singapore and the U.S. Embassy.

The JCSWG was set up in 2018 to provide a platform for the private sector to engage the Singapore government on cybersecurity issues. There have been 13 editions of JCSWGs since, with AmCham Singapore, BSA | The Software Alliance and US-ASEAN Business Council taking turns to organize.

Join us for the 14th JCSWG meeting on March 6 from 9:00am to 10:30am at the AmCham Office.

Ms Phua Puay Li is the Senior Director (Policy and Corporate Development) at the Cyber Security Agency of Singapore (CSA). She is responsible for guiding and coordinating Singapore’s cybersecurity developments, which includes domestic and international strategies and policies, as well as ecosystem development. Puay Li also oversees people development and communications and engagement at CSA.

Prior to joining CSA in July 2022, Puay Li was the Director of Sea Transport and Director of Air Transport in the Singapore Ministry of Transport. She also has more than 15 years of public sector experience in economic and social polices in the Ministries of Health, Education, National Development and Finance. She is a Board member of the Institute of Technical Education.

Puay Li graduated with a Master in Economics from the University of Paris 1 Pantheon-Sorbonne, France in 2000 and a Master of Science in Management from Stanford University in the United States of America in 2011.

Douglas is the current Economic Officer in the Economic – Political Section, covering the cyber and digital portfolios. He previously served in Manila as the Trade Officer, advancing trade policy and reporting on economic interests within the Philippines. He also served in New Delhi, India and Costa Rica as an Economic and Political Officer, respectively. His first tour with the State Department was in Shanghai, China as a Consular Officer. Doug is originally from Wyoming and has a BS in Accounting from Brigham Young University and an MBA from Duke University with an emphasis in International Finance and Economics. Before joining State, Doug worked in the accounting and banking industry, most recently with Merrill Lynch Bank of America. He is joined in Singapore by his wife, Christine Fowler, and their four children. Doug is a huge fan of skiing, good BBQ, and the NY Yankees.

Brian Fletcher is the Head of Data and Security Policy for APJ for Amazon Web Services. Based in Singapore, he leads the engagement with governments and stakeholders in APJ on privacy and personal data protection, digital trade and emerging technology, and is the public policy subject matter expert on cybersecurity and national security policy.

He is an experienced technology and security executive with 21 years of Australian Government service, in a range of roles including posting to the Australian Embassy in Washington DC, and as the inaugural Head of Policy for the Australian Cyber Security Centre. On leaving government service he joined Symantec, a multinational cybersecurity company, as Director of Government Affairs in APJ based in of Singapore. Following that he was the Director of APJ Policy for BSA - The Software Alliance, the peak industry association representing enterprise software companies.

He holds a Bachelor of Science in Neuroscience, Graduate Certificates in Scientific Communications and Management and an MBA. He is a certified privacy professional (CIPP/E, CIPM) and has completed executive coursework at Harvard Kennedy School of Government and the Australian National University, where he also worked as an Associate Lecturer in Science Communications.
