Dominique Rose Van-Winther proudly leads Asia-Pacific for The Hoffman Agency, the renowned global tech-focused comms agency. She is a seasoned marketing & communications consultant with a strong tech foundation, bringing over two decades of experience leading operations and teams at global premier consulting firms, including within IPG, McCann WorldGroup and WPP, as well as having run D-Central, her own AI consultancy. In this role, Dominique leads the agency's operations in the Asia-Pacific region, bringing her wealth of experience to further enhance the agency's presence and impact in the technology and communications sector.
Over the past year, Dominique has focused on helping companies to build their AI strategy and upskill executives. In addition to leading The Hoffman Agency, Dominique also serves as a Non-Executive Director for Synthar, a subsidiary of Trispectra AI, and an investor in numerous deep tech, AI, blockchain and other tech ventures. An expert in building teams and the operations to drive strategic work – with a skin-in-the-game approach for established large entities to small, nimble startups. Dominique is a strategist and geek at heart, driven by her passion for innovation, entrepreneurship, and nurturing exceptional talent. A Danish-American, she has lived & worked in France, Russia, Hong Kong, Thailand & Singapore.
Harley leads the Solutions Architecture (SA) team in Singapore. Prior to this role, he helped Public Sector customers navigate through home-based learning, and national vaccination programs. Before moving to Singapore in 2019, Harley led the AWS Professional Services business across Australia and New Zealand.
Harley leads into deep passions for innovating on process, teaching people, and helping builders challenge conventional thinking by using experiments to support data-driven investment decisions. Prior to AWS, Harley helped build e-commerce and supply-chain start-ups, and then spent two decades in global leadership roles with Cisco, Deloitte Digital and Accenture. In those roles, he focused on innovation, cloud, and software engineering for customers in the healthcare, energy industries, financial services, and consumer-business industries. At Amazon, Harley coaches peers and customers on Amazon’s approach to innovation (Working Backwards), and he speaks frequently about Amazon’s Culture of Innovation. He adores helping customers invent and build.

Jeff Paine is the Managing Director of Public Sector (PS) Engage which aims to help organizations build better relationships with their regulators, have more impact in the communities they operate in, and develop partnerships to help realize exponential gains in their core business activities. Prior to establishing PS Engage, Jeff was the Head of Government Relations for Southeast Asia for Visa Inc. In this capacity he is responsible for developing constructive engagement activities to develop and maintain relationships with public sector professionals in ASEAN. Prior to working with Visa, Jeff Paine worked at Microsoft as Director of Public Sector Partner Business where he was responsible for driving revenue via the Microsoft partner ecosystem that supported governments across Asia Pacific. While at Microsoft, Jeff successfully managed multi regional projects for the United Nations Development Program (UNDP) and spearheaded the implementation of Microsoft’s global Government Engagement efforts in Asia. He also led Microsoft’s public sector team in the development on an innovative executive program for government leaders, academics and Microsoft executives in partnership with the Lee Kuan Yew School of Public Policy, National University of Singapore in Singapore. Prior to joining Microsoft, Jeff was Director of Business Development for Central Asia Development Group (CADG), a private development organization involved in the implementation of infrastructure, agriculture, and economic development projects in Afghanistan and which partners with various agencies such as USAID, World Bank, UN agencies, and other donors. Jeff was involved in the successful implementation of reconstruction and rehabilitation projects in southern Afghanistan valued at more than US$30 million between 2002 and 2005. In 2006, Jeff spearheaded the expansion of CASG by establishing the organization’s presence in South East Asia in Banda Aceh, Indonesia. Jeff also has experience in the financial services sector having previously worked at Reuters Financial Services as a Business Development Manager and as an Institutional Foreign Exchange Dealer for the Royal Bank of Canada in Singapore, Australia, and Canada. Jeff holds a B.A. in Economics from the University of Western Ontario in Canada and an MBA in Finance from Rutgers University in the U.S.A.
