Mr S Iswaran joined the Singapore Administrative Service in 1987. He served in the Ministries of Home Affairs and Education, was seconded to the National Trade Union Congress, and later to the Singapore Indian Development Association as its first Chief Executive Officer. Mr Iswaran was Director for International Trade at the Ministry of Trade and Industry in the lead up to Singapore’s hosting of the WTO Ministerial Conference in 1996.

He then joined the private sector, as Director for Strategic Development at Singapore Technologies Pte Ltd. Later, as Managing Director at Temasek Holdings, he undertook investments, takeover, buy-out and merger transactions in the pharmaceuticals, biotech, hitech manufacturing, transport and logistics sectors.

Mr Iswaran has been elected as a Member of Parliament in six General Elections since 2 January 1997. Prior to his appointment to Cabinet in 2006, he served on several Government Parliamentary Committees, and as the Deputy Speaker of Parliament from
September 2004 to June 2006.

Mr Iswaran is currently the Minister for Transport, with responsibilities spanning land, air, and sea transport. Key focus areas include strengthening Singapore’s aviation and maritime hub, and building a reliable, sustainable, and inclusive land transport system.

Mr Iswaran is concurrently Minister-in-charge of Trade Relations at the Ministry of Trade and Industry where he oversees various bilateral and multilateral trade negotiations. Mr Iswaran has also held Ministerial positions in the Ministry of Communications and Information, the Ministry of Home Affairs, and the Ministry of Education.

Mr Iswaran read Economics at the University of Adelaide and graduated with First Class Honours. He also holds a Masters in Public Administration from Harvard University.

Taimur Baig, Ph.D, heads global economics as well as macro strategy for interest rate, credit, and currency at DBS Group Research. He also advises the bank on risk management and investment strategy.

Prior to joining DBS, Dr. Baig was a Principal Economist at the Economic Policy Group, Monetary Authority of Singapore (MAS). Earlier, he spent nine years at Deutsche Bank's Singapore Office, where his last position was Managing Director and Chief Economist, Asia.

During 1999-2007, he was based in Washington, DC, at the headquarters of the International Monetary Fund, where his last position was Senior Economist.

Dr. Baig has published extensively for both specialists and a general audience, on areas including monetary policy, digital currency, financial technology, climate change, demographics, frontier markets, fiscal policy efficacy, and financial market contagion. He is the host of "Kopi Time", a widely followed podcast series on markets and economies.

Dr. Baig sits as a council member for the Asian Financial Think Tank, Economic Society of Singapore and Women's World Banking.

Dr. Baig holds a Ph.D in Economics from the University of Illinois at Urbana-Champaign. He attended London School of Economics and Wabash College for his B.A. in Economics.

Casey Mace began his assignment as the Deputy Chief of Mission (DCM) at the Embassy of the United States to the Republic of Singapore in July 2022. A career member of the Senior Foreign Service, Mr. Mace has worked for the U.S. Department of State for over twenty years, primarily focused on U.S. relations in the Indo-Pacific.

Mr. Mace last worked on U.S.-Singapore relations at the White House, where he served for two years on the National Security Council staff as the principal Southeast Asia advisor to President Obama and President Trump. In that role, he led U.S. government preparations for the historic 2016 U.S.-ASEAN Special Leaders’ Summit in Sunnylands, CA and for the State Visit of Prime Minister Lee Hsien Loong to Washington to celebrate 50 years of U.S.-Singapore relations. Immediately prior to his arrival in Singapore, Mr. Mace served as the Deputy Chief of Mission and Chargé d’Affaires, a.i. at the U.S. Embassy in Luxembourg from 2019-2022. Earlier in his career, Mr. Mace served as the Deputy Political Counselor at the U.S. Embassy in Jakarta, Political Unit Chief in the State Department’s China office, and the Deputy Secretary of State’s Special Assistant for East Asian and Pacific Affairs. Mr. Mace has also served at the American Consulates in Sydney and Guangzhou.

Before joining the State Department, Mr. Mace worked for a consultancy in the Space and Telecom industries. Mr. Mace earned a bachelors degree from Georgetown University, and he has studied Bahasa Indonesia and Mandarin Chinese for his career. He and his wife, Anne, have four children.

Daphne currently leads Micron's Public Affairs function for the Asia region (based in Singapore), devoting her attention on strengthening ties with governments across Micron's Asia operations, promoting public-private partnerships and supporting Micron's broad agenda in the region including shaping policy framework in the region. She is passionate about furthering public policies that promote sustainability initiates and Diversity, Equity and Inclusion.

Daphne held directorships in various AIG entities in the Middle East region and was appointed as director on the board of US-ASEAN Business Council in 2016. She is currently an elected Governor on the board of American Chamber of Commerce Singapore since 2018.

Prior to joining Micron, Daphne worked for AIG insurance for 11 years spanning across two regions and two key roles. Served as regional general counsel for Middle East & Africa and established the Government Affairs function for AIG in Asia Pacific upon returning to Asia.

Daphne is called to the High Court of Malaya as an advocate and solicitor and began her professional career in Malaysia as a practicing lawyer. She subsequently moved to Dubai to join a law firm as Senior Legal Consultant and lived in Dubai for about 7 years.

Daphne holds a Bachelors of Law degree (LL.B) with the University of London, certified Financial Accounting (Harvard Business School) and certificate in Artificial Intelligence: Business (MIT Sloan).

Manu Bhalla is the Alternate Senior Official for APEC and the Director of the Office of Economic Policy at the Bureau of East Asian and Pacific Affairs in the Department of State. Mr. Bhalla served from 2018-2020 as the Deputy-Director of the Office of Maritime Southeast Asia. Mr. Bhalla served from 2015-2018 as the Director of the Middle East Partnership Initiative (MEPI) Regional Office in Rabat, Morocco working with U.S. Missions in North Africa and Levant in implementing MEPI Grants with civil society organizations. Mr. Bhalla also served for six-months as the Acting Deputy Chief of Mission at the U.S. Mission in Morocco.

Mr. Bhalla came to Rabat from his previous assignment as the MEPI Regional Director in Abu Dhabi supporting MEPI implementation in the Arabian Gulf and Levant. Prior to that he served as the Economic Section Chief at the U.S. Embassy in Singapore. Since joining the Foreign Service in 2003, Mr. Bhalla has also served as a vice-consul and Political Officer in Philippines (2003-2005), as the U.S. representative at the APEC Counter-Terrorism Task Force (2005-2006), as Staff Assistant to the East Asia and Pacific Affairs Assistant Secretary (2006-2007), as the Environment and Science Hub Officer for the MENA region based in Amman, Jordan (2007-2010) and as a Political Unit Chief at the U.S. Embassy in Kabul (2010-2011).

Prior to joining the State Department, Mr. Bhalla served in the private sector for 12 years and was responsible for consulting engagements and business development in over 20 countries.   His positions have included the Vice President for Professional Services at Internet Commerce Services in New Hampshire, and the Vice President for International Operations for a subsidiary of Marshall and Ilsley Bank.   He also worked for seven years for a New York start-up SEER Technologies which included tenures as Consulting Manager for Asia (based in Singapore) and Consulting Manager for Scandinavia (based in Copenhagen) providing consulting services to the financial services industry.  

Mr. Bhalla has a B. Sc in Electrical Engineering from the Danish Engineering Academy, and an MBA from Boston College.  He completed a National Security Strategy Master’s degree at the National War College in 2021. He speaks Danish, Hindi, and some Spanish.  He is a career member of the Senior Foreign Service.

Sapna Chadha is Vice President at Google, responsible for business growth, strategy, and operations across Southeast and South Asia Frontier. She brings with her over 25 years of global management, business, and marketing experience.

Since joining Google in 2014, Sapna has held leadership positions across geographies, promoting Google's mission of introducing the most helpful products and services for advertisers and users in the Asia Pacific region. Before her current appointment, she was the Vice President of Marketing for Southeast Asia and India, driving Google's marketing strategy across the consumer and commercial business. Within her capacity, she was responsible for delivering business outcomes and user growth through integrated performance marketing and data insights.

Prior to Google, Sapna worked in consulting at Deloitte and has held senior management roles, including at American Express in the US and India, where she led various function areas spanning Product Development and Management, Digital Marketing, and Go-To-Market Strategy. Her professional journey has been centered on the convergence of technology and business to drive positive change and deliver the benefit of inclusive innovation to more companies, people, and communities.

Sapna is a founding member of Google APAC's Diversity, Equity, and Inclusion Council, where she strongly advocates for promoting greater representation across the company. She has also pioneered several initiatives to ensure digital skills remain equitable and inclusive, especially for underrepresented groups in Asia. In 2021, her work was acknowledged with Campaign Asia's Women Leading Change Award, and was also recognized as one of Asia Pacific's Most Influential and Purposeful Marketers for the past three consecutive years.

Sapna earned a Master of Business Administration from Kellogg School of Management, Northwestern University. Sapna currently lives in Singapore with her twins and husband, and is thrilled to be engaging with communities and partners in the region.

Steven Xavier Chan is the senior director and regional head of government relations, Asia-Pacific, for Paypal. Based in Singapore, he leads government advocacy, strategy and outreach efforts across 15 markets in the region.

Steven has more than 20 years of combined government and industry experience in international trade and public policy. Prior to joining Paypal, he was the managing director and regional head of regulatory, industry and government affairs for State Street based in Hong Kong. Steven also served as Director of Government Relations and Corporate Social Responsibility for the American Chamber of Commerce in Shanghai. He previously held various positions in the US government as a Foreign Service Officer with the Department of State with overseas and domestic assignments in Mexico, China, and Washington D.C., and as Deputy Director for China and Mongolia Affairs with the Department of Commerce. He also worked at Booz Allen Hamilton and Deloitte Consulting supporting change management and enterprise transformation projects for large organizations.

Steven currently serves as chair of Emerging Payments Association Asia Advisory Board, board member of AmCham Hong Kong and the National Center for APEC, and an industry leader of the APEC Asia Pacific Financial Forum. Steven earned a Master of Arts in international economics and China studies from the School of Advanced International Studies at The Johns Hopkins University and a Bachelor of Arts in international affairs and economics from Lewis & Clark College in Portland, Oregon.

Audrey is the Vice President of Operations for FedEx Express, Southeast Asia (SEA).

Based in Singapore, Audrey is responsible for leading and driving operations in SEA which includes Indonesia, Malaysia, Philippines, Singapore, Thailand and Vietnam.

Audrey’s career with FedEx started in Singapore in 1998. Prior to her current position, she was based in Shanghai as the Managing Director for Operations, International Services, FedEx Express China.

Audrey has served as Chair of the Supply Chain Committee of the American Chamber of Commerce in Shanghai. She was also Vice Chair of Shanghai Pudong Logistic Association. She was previously named logistics committee chair with the American Chamber of Commerce in Singapore.

Before joining FedEx, she held roles in the Civil Aviation Authority of Singapore and Television Corporation of Singapore.

Audrey received her Bachelor of Arts from Murdoch University, Australia. She earned her Masters of Management from the Macquarie Graduate School of Management in Australia, and her Master of Business Administration from the University of California in Los Angeles and the National University of Singapore.

Kathryn Dioth is CEO of the Hinrich Foundation.

The Hinrich Foundation is an Asia based philanthropic organization that works to advance mutually beneficial and sustainable global trade. The foundation supports original research and education programs that build understanding and leadership in global trade.

Kathryn joined the Foundation in 2011. She leads its investment and operational management functions as well as the program management of the foundation. In recent years, she has led the expansion of the Foundation’s trade research program, including its flagship research product, the Hinrich-IMD Sustainable Trade Index, which measures the capacity of APEC economies to sustainably participate in international trade.

Prior to joining the Foundation, Kathryn spent 20 years in the financial services industry in Australia, Hong Kong and Singapore with global organisations. She holds bachelor’s degrees in Law and Economics from the University of Queensland, is a Fellow of FINSIA (the Financial Services Institute of Australasia), a graduate of the Australian Institute of Company Directors and a certified Trust and Estate Practitioner (TEP).

Kathryn is based in Singapore.

Kobsak Duangdee has been the Secretary General of the Thai Bankers’ Association (TBA) since January 1, 2015. He has a Bachelor’s Degree in Accountancy (Majoring in Banking and Finance) from Chulalongkorn University, Thailand and a Master’s Degree in Business Administration (Majoring in Finance) from University of Tennessee, Knoxville, Tennessee, USA. He also completed executive training programs including those of Thai Institution of Directors Association (IOD).

Kobsak has extensive experiences in finance and banking from both local and international financial institutions. He started his banking career with Siam Commercial Bank before joining Bank of Thailand (Thailand’s central bank). Then he spent more than 30 years with Scotiabank, one of the leading Canadian banks, leading the businesses in Thailand, Lao PDR, Cambodia, and Myanmar. He was the Country Head and the Branch Manager of Scotiabank in Thailand. He played an important role in Scotiabank acquiring 49% shareholding in Thanachart Bank, the 6th largest bank in Thailand. He was a member of the Board of Directors and a member of Executive Committee of Thanachart Bank and Thanachart Securities.

Kobsak represents Thailand in the APEC Business Advisory Council (ABAC) and ASEAN Business Advisory Council (ASEAN-BAC). Furthermore, he has been appointed as Co-Chair of the Financial Task Force (FTF) of ABAC, Chair of Advisory Group on APEC Financial System Capacity Building, and the Chair of Asia Pacific Financial Forum (APFF). Kobsak has also been appointed to be a Head of the Working Group and the Champion of the Digital Trade Connect (ASEAN Digital Trade Transformation) project of ASEAN-BAC

Carlos Kuriyama is the Director of the Policy Support Unit at the APEC Secretariat, with experience working mainly on topics concerning trade and investment liberalization, regulatory and structural reforms. Previously, Carlos was government official at Peru’s Ministry of Foreign Trade and Tourism, where he served as Chief Negotiator of the Peru-China Free Trade Agreement (FTA) negotiations, General Coordinator of the Peru-Singapore FTA negotiations and Advisor to the Deputy Minister of Foreign Trade. He also led the design of Peru’s trade negotiations agenda and implemented Peru’s trade strategy with Asia and Oceania countries.

In the academic sector, Carlos was Associate Researcher and Lecturer in Economics at Universidad del Pacifico (Lima, Peru), where he wrote extensively and participated in several research projects on trade, investment and integration issues for several domestic and international institutions. He holds a Master of International Affairs from the School of International and Public Affairs at Columbia University (New York, U.S.) and a Bachelor’s Degree on Economics from Universidad del Pacífico (Lima, Peru).

Shiumei Lin is Vice President for Corporate Affairs, coordinating UPS Government Relations, Sustainability, Community Relations, and Communications in the Asia Pacific Region. In 2022, her team received the Public Affairs Asia Gold Standard Award for Outstanding Issues Management and Crisis Communications for UPS’s response in the fight against the COVID-19 pandemic. As the region recovers from huge economic losses, Shiumei is leading efforts at UPS to ensure we learn from the lessons of the pandemic and work on what governments and businesses need for future supply chain resilience.

Shiumei is currently Chair of the Customs & Trade Facilitation Committee of the US ASEAN Business Council. She also serves on the boards of Green Freight Asia and Conference of the Asia Pacific Express Carriers (CAPEC).

Shiumei is a trade and public policy practitioner with more than 20 years of experience. Prior to joining UPS in 2010, Ms. Lin worked at the Ministry of Trade & Industry and was a member of the APEC policy team during Singapore’s Chairmanship in 2009.

Shiumei has spent more than ten years working on US-Vietnam relations coordinating efforts to gain support for economic normalization in Washington, DC, while facilitating government to government understanding, and assisting US companies on the ground. While living in Hanoi in the late nineties, Ms. Lin designed technical assistance programs for Vietnamese ministries, and advised on issues relating to the US-Vietnam Bilateral Trade Agreement and Vietnam’s WTO accession.

She is a graduate of the Elliott School of International Affairs, George Washington University (Master of Arts) and the University of Colorado, Boulder (Bachelor of Arts).

Jana Mihaylova is Abbott’s Vice President, Nutrition, Asia Pacific. She was appointed to this role in December 2021.

Driven to help people of all ages thrive and live their best, Jana is leading Abbott’s efforts to bring science-based nutritional products to more than 3 billion people and address major health priorities like malnutrition, stunting and diabetes.

Jana has been with Abbott for over 24 years, working across geographies holding a variety of roles in Abbott’s nutrition organization.

She started as a strategic marketing analyst with the US nutrition business and progressed through various marketing leadership roles before becoming the general manager of Philippines where she transformed the business.

Prior to her current appointment, Jana served as division vice president for Abbott’s nutrition business in Pacific Asia central, responsible for Thailand, Cambodia, Laos, Myanmar (CLM), Indonesia, Taiwan and the Philippines.

Being a working mother, Jana believes in giving her best at work, while spending precious moments with her 3 children, her husband, and their Frenchie, Mayla.

Jana graduated summa cum laude from Lakeland College with a Bachelor of Arts degree in international business and writing, and has a master’s degree in international business studies from University of South Carolina.

Based in Singapore, Stella leads the Southeast Asian healthcare sales operations at InterSystems. InterSystems is a provider of healthcare solutions including TrakCare EMR and the world’s most advanced healthcare platform IRIS, serving partners e.g. Epic, Roche as well as renown hospitals such as Bumrungrad, BDMS, Prodia and Pondok Indah. Stella has over 20 years of experience spanning healthcare IT, diagnostics, medical imaging, and medical technology. She has held positions in management, sales and product business management for established multinational corporations including Philips, Atos Medical, Lexmark Healthcare and Qualcomm as well as in start-up companies. For most of her career, Stella has been based in Sweden, with roles covering the Nordic territories. Prior to relocating to Singapore in the first half of 2021, she volunteered on weekends as COVID-19 Vaccination Nurse in Sweden. Stella is also a Registered Nurse, specialising in operating theatre nursing at Malmö University. She also holds a Bachelor and Master of Science in Business Administration from Lund University in Sweden.

Joanne Roberts is the third President and Professor of Social Sciences (Economics) at Yale-NUS College. Her presidential term began on 1 July 2022. Prior to becoming president, she served as the College’s Executive Vice President (Academic Affairs) from 2018 to 2022. As Executive Vice President (Academic Affairs), she oversaw all academic and student programming. She is deeply committed to broad inclusive models of education in supporting students’ academic and personal development.

Prof Roberts did her undergraduate training in economics at the University of Waterloo and her graduate work at Queen’s University in Canada. In 1998, she joined the faculty at the University of Toronto, and in 2008, the University of Calgary, before joining Yale-NUS in as Associate Dean (Faculty Development) in January 2017. Prof Roberts is a public economist, interested in how incentives affect behaviour in broad number of situations. She has published papers in journals such as American Economic Review, Review of Economic Studies, The Journal of Public Economics and International Economic Review.

She has served as a member of the executive of the Canadian Economic Association, President of the Canadian Economics Women’s Network, and co-editor of the Canadian Journal of Economics. A Polanyi research prize winner, Professor Roberts previously held the Canada Research Chair in the Economics of Organizations at the University of Calgary. She serves on the advisory panel of NINEby9, advancing gender parity in Asia, management board of the Asia Research Institute, NUS and the jury of the Steward Leadership 25 awards. She also served on the board of the Calgary Immigrant Women’s Association.

As CEO of P&G Malaysia, Singapore and Vietnam, Agraj oversees the P&G operations in these markets, delighting consumers daily with market leading brands such as Downy, Dynamo, Ariel, Head & Shoulders, Pantene, Rejoice, Olay, Gillette, Oral B, Vicks.

Agraj started his career in P&G India in 2005, and since then has held various leadership positions in Sales, Commercial leadership and General Management in India, Malaysia, Singapore, Vietnam and South Africa. Having worked across 18 countries, his experiences are broad, spanning developed and developing markets, FMCG and Healthcare.

He is passionate about building brands, people and organizations while creating strong
community impact. Agraj is also a strong advocate for advancing of Equality and Inclusion. He is currently serving on the CEO Council for American Chamber of Commerce (Amcham) Singapore and has served on the boards of Amcham South Africa and US-ASEAN Business Council (USABC), Vietnam Chapter.

Agraj graduated with a B.Tech from Indian Institute of Technology (IIT), Delhi in 2003, and holds a MBA from Indian Institute of Management (IIM), Calcutta.

Albert Tsui is Executive Director, Advocacy & Policy at the Singapore Business Federation (SBF), the apex business chamber championing the interests of the Singapore business community in areas of trade, investment, and industrial relations. SBF represents more than 28,000 companies, as well as key sectoral trade associations and foreign chambers.

Albert leads government relations and policy coordination across SBF’s functional groups, and has spearheaded industries to co-publish thought leadership positions on (i) sustainability as a growth engine, (ii) uplifting women in the workforce, and (iii) nuancing international manpower inflow for services industries, amongst others. Albert represents Singapore as Alternate Member at the APEC Business Advisory Council, where he leads two economic integration workstreams on facilitating environmental goods and services, and cross-border paperless trade.

Prior to joining SBF, Albert served for more than a decade in the Singapore Civil Service in various policy, planning, and programme roles. Albert has degrees from Royal Holloway College, University of London, and Downing College, University of Cambridge.

Monica Hardy Whaleyhas been with the National Center for APEC (NCAPEC) since the Center’s founding after the first-ever APEC Leaders Meeting that took place in Seattle in 1993. Monica is responsible for management of NCAPEC’s policy and administrative staff, membership, fundraising and fiscal management, and serves as the public spokesperson and representative of the National Center for APEC.

NCAPEC is the home of the APEC 2023 USA Private Sector Host Committee, the U.S. secretariat for the Pacific Economic Cooperation Council (US-PECC), the secretariat for the U.S. appointees to the APEC Business Advisory Council (ABAC), and Pacific Summit Resources, LLC, which partners with APEC Host economies to produce the annual APEC CEO Summit programs. NCAPEC was also the lead coordinator for the APEC 2011 USA CEO Summit Host Committee.

Prior to assuming her responsibilities at the National Center for APEC, Monica served in various roles at the Washington Council on International Trade (WCIT), the premier trade policy organization in the most trade-dependent U.S. state. WCIT served as the coordinating organization for the U.S. hosting of the 1993 APEC meetings, which were the first APEC gatherings convened at the Leaders level.

Monica holds bachelor’s degrees in Political Science and French from the University of Santa Clara and studied in Paris at the Institut d’Etudes Politiques (Sciences Pô). She is an Alternate Member of the U.S. APEC Business Advisory Council (ABAC), Chair of theUS-APEC Business Coalition,a member of the U.S. Committee for Pacific Economic Cooperation Council (US-PECC) as well as being a member of the Pacific Council on International Policy. She is married with two adult sons.

Melissa Yoong is Head of Public Policy, Singapore at Amazon Web Services (AWS), where she drives AWS’ engagements with policymakers and regulators in Singapore on the adoption of cloud computing and emerging technologies, as well as realising the potential of the digital economy.

Prior to joining AWS, Melissa served in the Government of Singapore as part of the Ministry of Communications and Information, where she developed policies on tech and media regulation, data protection and innovation, and digital trade; as well as the Ministry of Law, where she worked on real estate policy and COVID-19 relief for small businesses. She also did stints at the Info-Communications & Media Development Authority, where she worked on data sharing and international partnerships.

Melissa obtained her BA in Politics, Psychology and Sociology from the University of Cambridge, and her MA in Political Science and Arabic from the American University in Cairo.
