As a result of COVID-19's widespread impact, leveraging technological innovation and digitizing industry practices has become integral for all sectors, including the legal field. Legal industry technology, referred to as LegalTech, is an exciting example of how these emerging technologies can aid traditional industries that are conventionally averse to change. For example, using ready-made automation tools such as lawyer Chatbots or E-courts to help streamline basic daily legal work, or more advanced tools like AI and blockchain to execute contracts and encrypt sensitive data against cyberattacks.

One report published by Singapore's Ministry of Law reveals that nearly 60% of firms plan to implement LegalTech in the near future. To maintain a competitive edge, it is important for the legal sector to explore how LegalTech can benefit both in-house and private practices, as well as how firms can identify and implement the most suitable LegalTech solutions in their systems for optimal performance.

Richard is a Local Principal in Baker McKenzie’s Dispute Resolution and International Arbitration groups, based in the Firm's Singapore office. He is also a member of Baker McKenzie's Energy, Mining & Infrastructure and Industrials, Manufacturing & Transportation Global Industry Groups.

Richard’s practice covers a broad spectrum of advisory and contentious work with an international angle, including commercial arbitration, international investment arbitration, commercial litigation and both public and private international law. He advises and represents clients across a wide range of industries, with a particular focus on oil & gas, power, commodities and aviation.

Richard is one of the Singapore office's innovation ambassadors and has been involved in several of the firm's accelerator projects, as part of Baker McKenzie's global innovation program, "Reinvent".

Xin Juan is the Acting Director of the Professional Services Programme Office (PSPO), an inter-agency office established by the Ministry of Law, Economic Development Board (EDB), the Monetary Authority of Singapore (MAS) and the Ministry of Finance (MOF).

The PSPO’s key objective is to coordinate growth strategies to capture demand in areas with strong inter-linkages between Singapore’s legal, accounting and financial services sectors. Part of this work includes the industry development of the legal sector, especially through encouraging technology adoption and development.

Before assuming her current role at the PSPO, Xin Juan spent more than 10 years in EDB, spanning various positions in industry development, global operations and policy. She has a Masters degree in Subsea Engineering from the University of Houston, and a degree in Chemical Engineering from the National University of Singapore.

He has acted as lead counsel in international arbitration for global multinational corporations in the telecommunications, airline, hotel, commodities, construction, manufacturing and projects industries. He has also represented sovereign states in international arbitration cases. He has represented clients in landmark cases before the Singapore courts relating to jurisdiction of arbitral tribunals, challenges to arbitration awards and attempts to resist enforcement of foreign arbitration awards.

Dinesh has represented multinational companies in cases before the Singapore International Commercial Court (SICC), Singapore High Court and Court of Appeal relating to banking, corporate, employment, entertainment, insurance, property and shareholder disputes. He has also acted for statutory boards in judicial review cases.

Dinesh is recommended for his expertise in international arbitration and commercial litigation in leading publications, such as Chambers Global and The Legal 500 Asia Pacific where he has been described as “outstanding”, a “well respected litigator” and “strong on strategy and case management”. Who’s Who Legal: Arbitration 2020 published in association with Global Arbitration Review says Dinesh is regarded as “excellent, smart, easy to work with and a great orator”.

Dinesh is the President of The Singapore Institute of Arbitrators, Fellow of the Asian Institute of Alternative Dispute Resolution, Honorary Treasurer of the Law Society’s Pro Bono Services Office and Chair of the Asia Pacific Newsletter of the International Bar Association.

Harpreet K. Dhillon is Senior Legal Counsel and lead counsel for Asia-Pacific in Twitter’s Safety, Content and Law Enforcement team. Based in Singapore, she provides legal advice and risk analyses to operational and policy teams on complex and frequently novel issues arising from the intersect of free speech, safety and regulation both international and domestic.

Harpreet has more than 10 years of experience with difficult analytical problem-solving and conflict of rules in the international trade and disputes space. Prior to joining Twitter, she was an international associate in White & Case’s investment arbitration group based in Washington DC, where she represented governments and private corporations in various major sectors, including energy and telecommunication. Before that, Harpreet practiced, wrote and led teaching programs for APAC government officials in the areas of international trade, investment law and dispute resolution as a fellow with the Centre for International Law in Singapore.

Chee Kin is accountable for the team which manages the legal and regulatory risk of DBS across legal entities, segments and geographies. Prior to joining, he held various legal and compliance portfolios in Standard Chartered Bank, JPMorgan, Rajah & Tann and Allen & Gledhill, including a stint as Chief Operating Officer, South East Asia for JPMorgan.

A lawyer by profession, he has particular expertise in financial services regulation, and financial markets product and business structuring. Currently, however, he is focusing on the impact of digitization, and the evolution of frameworks that will be necessary to cope with digitization and data, together with second-order issues such as how criminal activity will also evolve, and how legal and compliance departments can benefit from analytics and AI.

Chee Kin currently serves on the Advisory Board to the Singapore Management University School of Law and the Advisory Panel to the NUS Centre for Banking and Finance Law. In 2015, Chee Kin was recognized as a Distinguished Fellow by the Institute of Banking and Finance in the field of compliance.
