Marsden Hanna leads sustainability and climate public policy as part of the Global Affairs team at Google. He previously held roles on the energy market development team in the Infrastructure Group, where his work focused on helping the company meet its goal of achieving 24/7 carbon-free energy supply for its operations. Prior to Google, he was Director of Business Analysis and Strategy at Opower Inc. He has previously worked in roles at the U.S. Department of State and the U.S. Department of Energy.

He holds a Master of Business Administration from the Wharton School at the University of Pennsylvania, a Master of Public Administration from the John F. Kennedy School at Harvard University, and a Bachelor’s Degree in Communications from Northwestern University.

Ambassador Robert Holleyman is the president and CEO of Crowell & Moring International and a partner in Crowell & Moring’s International Trade, and Privacy and Security groups. He advises clients on a range of trade and investment issues, including market access, global trade negotiations, tariffs, cross-border data flows, and privacy/cybersecurity, among other matters.

Ambassador Holleyman has significant trade, international business, economic policy, and legal experience from his service as Deputy U.S. Trade Representative, as CEO of a highly successful information technology advocacy association, and work as counsel in the U.S. Senate. He served as Deputy United States Trade Representative from 2014-2017, with the rank of Ambassador.

In his most recent position, Ambassador Holleyman was responsible for U.S. trade and investment relations with Asia and with regional institutions, including the Asia-Pacific Economic Cooperation (APEC) forum. He led USTR’s negotiations with China, including the work of the annual Joint Committee on Commerce and Trade (JCCT) and with India through the U.S.-India Trade Policy Forum (TPF). In addition, Ambassador Holleyman was responsible for global trade policy in the areas of services, investment, intellectual property (IP), and innovation.

Stewart is Head of Group Public Affairs in the Asia-Pacific, working with the existing public policy teams in Hong Kong, Beijing and Shanghai.

Before joining HSBC in January 2016, Stewart worked in the public sector for over 20 years. He held a number of posts for HM Treasury (HMT), including six years in Brussels focusing on EU financial regulation. Returning to London he led European Strategy in HMT, working on the renegotiation of the Lisbon Treaty, and the UK’s 2005 Presidency of the EU; and subsequently established a Financial Services Strategy Team focused on developments in global finance. In 2008, Stewart was based in Washington DC, representing the UK Government on the board of the World Bank Group as Alternate Executive Director. In 2013 he served at the Bank of England where he acted as Governor Mark Carney’s Financial Stability Board (FSB) Sherpa, establishing a team to support the Governor in his role as FSB Chair.

Sandra Oudkirk, a career member of the Senior Foreign Service, joined the Department of State in 1991 and joined the Bureau of East Asian & Pacific Affairs as U.S. Senior Official for APEC and Deputy Assistant Secretary for Australia, New Zealand, and the Pacific Islands in May 2019. Immediately prior, she served as Deputy Assistant Secretary for Energy Diplomacy in the Energy Bureau. From 2017-2018 she served as the Acting Deputy Assistant Secretary for Threat Finance and Sanctions in the Bureau of Economic and Business Affairs. Her previous overseas assignments include consular assignments at AIT/Taipei and Embassy Dublin as well as two assignments in Turkey (trade officer in Ankara 1999-2001 and Deputy Principal Officer in Istanbul 2006-2009), a tour as Narcotics Affairs Section Chief in Kingston, Jamaica and an assignment as the economic counselor in Beijing. She has also served as the East Asian & Pacific Bureau staff assistant, the Burma/Laos desk officer, as a Senior Watch Officer in the Operations Center, and as the Director for the Middle East and Asia in the Energy Bureau. Ms. Oudkirk was born and raised in Tampa, Florida and is a graduate of Georgetown University’s School of Foreign Service. She speaks Mandarin Chinese and Turkish.

Vangelis Vitalis is Deputy Secretary, Trade and Economic. He is also the APEC2021(external link) Senior Officials’ Meeting (SOM) Chair for New Zealand’s host year and the Chief Negotiator for the Free Trade Agreement with the European Union.

Previously, Vangelis was the Chief Negotiator who concluded the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and before that in 2007-9 led the conclusion of the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Malaysia-New Zealand Free Trade Agreement (MNZFTA).

Prior to taking up his role in Wellington in 2017, Vangelis was New Zealand’s Permanent Representative to the World Trade Organisation (WTO) in Geneva where he chaired the agriculture negotiations in a personal capacity. In this role he helped draft the text of the historic Nairobi WTO Ministerial Decision to eliminate agricultural export subsidies. Vangelis has also been the Ambassador to the European Union and NATO in Brussels and has had postings to Canberra and Moscow.

Vangelis has worked outside the Ministry including as an economist in the Secretariat of the Organisation for Economic Cooperation and Development (OECD). He is a past member of the World Economic Forum’s (WEF) Global Future Council on Trade and a member of the WEF Trade and Investment Expert network. He has chaired in a personal capacity the OECD Committee on Trade and the Environment (2008-2017), the OECD Global Forum on Trade and Climate Change and is currently the New Zealand Envoy for the Small Advanced Economies’ Initiative.
